Q: Keyboard Language Settings

Hi, Recently I forgot to change my keyboard language setting back from French to English before putting my computer to sleep. My keyboard layout is American English, and I switch relatively often between English, Spanish, French and Japanese. Luckily, I was able to look up the French keyboard placement on my mobile phone to log in successfully. Since then, I try to be extra careful about making sure my keyboard is in English mode before shutting down or putting my computer to sleep. However, I'm worried that I may forget again and leave it on the Japanese setting, which would completely cut off access to my computer. Is there a way to change the keyboard language setting while not logged on?

 

I have a Macbook Pro OSX 10.9.5.
