Georgia is not a country listed in What can I buy from the iTunes Store in my country? You cannot register a payment method for a country that you are not a resident of. Your billing address for your payment method must match too. This is designed to prevent cross border sales and protect the interests of the rights holders in each region. Without such agreements the content would not be available in the iTunes Store at all. It is likely that Apple has yet to make such agreements in Georgia which is why it is not listed.
