FaceTime Activation - An error occurred during activation. Try Again

I have an iPad in4ith Gen on iOS 9.1. When I try to activate facetime it gives me a FaceTime Activation error "An error occurred during activation. Try again. I have tried setting time zone to automatic and wiping the device still nothing. I created another icloud account just for the heck of it and it works but for some reason it does not work with my normal account. I also tried changing the password but still no dice. Please help.
