I use El-Capitan 10.11.1 with a late 2009 iMAC.
Recently i have started facing a problem with iPhotos and photos not auto importing new photos from either my iPhone 6 or my camera. Anything i am not doing things right? I don't use i cloud ever since it asked me to upgrade 😉

Hard to know what you're doing wrong if you don't tell us what you're doing...
Not sure what you mean when you say "I don't use iCloud ever since it asked me to upgrade"? If you want photos to automatically import, you have to use iCloud to do it....

All i am trying to do is import photos taken on a camera and my iphone 6.
When i plug the camera or iPhone 6 to the iMac, nothing happens anymore. Earlier, i would get a screen and a prompt to select the photos which i wanted to import.

I ran out of storage space on icloud and hence unclicked all the options on icloud. Do you believe that is what is causing this?
What happens if you launch iPhoto manually?
Nothing when i launch either iphoto or photos manually
And when you go to Preferences>Advanced in iPhoto, or Preferences>General in Photos, what do you see checked as the "Importing" option for each?

On iphotos : My photo stream and photo sharing, both are unchecked for iCloud.
In advanced: Importing is checked , Edit photos chosen as "in iPhoto"
RAW photos: checked Use RAW when using external editor and Save edits as 16 bit TIFF files are selected.
In Photos: General: Photos: Selected summarise photos
Importing: selected copy items in the photos library
Metadata: Include location information for published items
In iCloud: Selected " My photo Stream" the other 2 options are unchecked.

Do these apps actually see the camera? Phone? Ca Image Capture (in the Applications Folder) See the devices?
No, they don't. Not even the iPhone.
However the USB works port works as i just transferred some files from there onto the iMAC.
Strangely Dell - using windows can see the camera and download the photos.
That sounds more like an issue with the Image Capture substructure on the OS, for which the best I can suggest is to do a reinstall of the OS. Back up first of course.
