You mention that you need to login three times on your iPad Air after updating to iOS 9.1. I'd like to find out more about the situation.
- Are you being asked to login to the iPad itself (to unlock the lock screen) or another iTunes/iCloud service?
- What message or prompt do you see when you're asked to login?
- What are you doing on your iPad when you're asked to login?
This information can help us determine the best way to handle the situation.

thank you for your reply.
I try to sign in to the unlock screen. Sometimes I can login straight away.
Its just that no other services at all. I don't get any message just nothing. I just press the button at the end of the iPad, not the power button.
hope you can suggest something.

Thanks for replying with more information.
If you have an iPad Air 2 and you're using Touch ID to unlock the device, first try the tips in the "Get Help" section of Use Touch ID on iPhone and iPad.
If you're using a passcode, try changing the passcode or turning it off and on again using the steps in Use a passcode with your iPhone, iPad, or iPod touch.
Also, be sure to restart your device before trying to unlock it again.

If you're still not able to unlock your iPad consistently, you may want to restore the device using the steps in Use iTunes to restore your iPhone, iPad, or iPod to factory settings.
