It sounds like you have a few things going with your iMac. Let's see if we can clear up issues with the screen saver and your slow startup times.
I would start with repairing the startup disk. You can do that by taking a look at the different options on how to do that. The best way would be starting up in OS X Recovery and use Disk Utility.

Another thing is that your startup disk may have changed. You can also try resetting the NVRAM to fix that plus other items that may be related. The next article wil help you out with that.

Tried all of that with no luck. I've tried logging in as a different user - no difference. Can I reinstall the os and leave the files in tact? I'm not sure what else to do.

Yes, you can reinstall OS X El Capitan while keeping the data in tact. All you need to do is restart your computer and hold the Command and R keys until you see a list of utilities that you can run. One of them will be reinstalling OS X. Click that and follow the steps and it will reinstall and preserve your files as well. I would also make sure that you back up before hand to ensure you have a safe copy of your data.
