I was looking at Setting->iCloud->Storage->Manage Storage and I see iCloud Photo Library takes up 102.4 MB. When I tap on this it states that there are 20 photos and 0 videos stored in iCloud. iCloud Photo Library is turned off on both of my iOS devices. However, I turned it on in Windows 10 when I installed iCloud 5.0. In Windows there are no pictures in my iCloud folders. How do I see and delete these 20 pictures?

You can access your iCloud Photo Library at iCloud.com. Check your deleted photos album.

You won't if you don't have iCloud Photo Library enabled.
Just curious, if I turn on iCloud Photo Library, will I still be able to sync photos from iTunes?
What if I decided to turn it off, will I lose the photos that I took with the iOS devices?

You cant use icloud Photo Library and still sync with iTunes.

Not if you download the library content to your PC first.
The only time you'd lose anything is if you'd enable iCloud library optimisation, even then you would be given the opportunity to download the full resolution photos before turning of iCloud Photo Library.

If you have never used iCloud Photo Library on a device and have used photo stream, make sure all your photos are in the camera roll before turning on iCloud Photo Library, because when you enable iCloud Photo Library, it hides the photo stream album.
