You have to tap each selection 3 times. So, on the Home Screen, tap Settings 3 times, then tap General 3 times, then Accessibility 3 times, then the VoiceOver On/Off button 3 times.
When you asked Siri to turn VoiceOver off, had you initiated a Siri conversation? Not talking about the voice that describes each thing you are doing - that is not Siri - that is VoiceOver. To talk to Siri, you have to hold the Home button down until she asks how she can help you. That is when you ask her to Turn VoiceOver Off.
But the triple-tap instructions will result in the same thing - turning off VoiceOver.

As gail from maine said the voice reading the items aloud is not Siri. The voice you are hearing is VoiceOver. Keep your home button held down until the Siri screen comes up that says "what can I help you with?" at that point say "turn VoiceOver off." -AJ

You should be able to hold down the home button and ask Siri to turn of Voiceover. Siri should not be affected by VoiceOver.
Have you tried asking Siri to turn off VoiceOver?
When you hear "unlock button" double tap. You should then get the passcode field. Similarly, each number will be announced and then will also need to be double tapped. If it still won't unlock for you you can use iTunes. The directions are for zoom, but the same process applies for VoiceOver. iOS: Home screen icons are magnified or large - Apple Support

I have arrived at the icons and tapped the outlined "Settings" twice. Siri says "Settings Settings". When I say, "Seri, Voice Over off." nothing happens. Now I am back to the home screen & am trying to tap twice to unlock. Seri says "unlock unlock button".
Can I turn it off permanently? Why does it outline the date then the camera icons after unlocking? Can I turn that off too?
Still stuck with the outlines. Cannot use phone.
Well, imagine that the "> slide to unlocked" is outlined. Tapping twice, three times, sliding; nothing works. Cannot open phone, but did open "the curtain".
Yes, but when I tap the unlock button twice, Seri says "UNLOCK UNLOCK BUTTON" and nothing happens. I still have an outline around ">slide to unlock".
