I just installed a Credit Card using Apple Pay. I set up Fingerprint for security and double tap from the lock screen.
If my fingerprint does not register, it asks for my passcode, which I don't find very safe.
QUestion: is there a way to disable JUST Passcode for Apple Pay and still enable it for unlocking the screen?

No, that is not possible.
You say that you don't consider your passcode to be very safe. If you are presently using a 4-digit passcode, you can change this to make it stronger (eg a 6-digit numeric code, custom numeric code or custom alphanumeric code).
Go to Settings > Touch ID > Change Passcode - choose a more complex option there.

As it shows, you must use your Touch ID to get the Apple Pay to register. You are saying Touch ID is not registering ("if my fingerprint does not register ...").
Well, if the Touch ID does not work, and you did not have a passcode to use to unlock your iPhone (the passcode will not activate Apple Pay), then you would be locked out of your iPhone and be forced to restore it.
You say you don't find the passcode very safe. Are you aware that if you turn your iPhone off, once you turn it on, you will be required to enter the passcode (the Touch ID is not sufficient). Further, when updating iOS, you need that passcode.

This is incorrect.
Whilst you may find it more convenient to do so, it is not necessary to use Touch ID for Apple Pay. If preferred, you can instead use only your passcode. However, as I replied earlier, it is not possible to configure Apple Pay to use only Touch ID and disable the fallback to your passcode.

You asked whether you could disable Passcode just for Apple Pay, whilst leaving it enabled for unlocking your iPhone.
