Do i need to be connected to wifi or stream data to use apple music?
I am under the impression that with apple music, we are "renting" the songs as long as we pay the $10 per month ($15 for the family plan). Can I access the apple music library without using data/wifi?

You wonder about using Apple Music without the need to stream the songs using your data or Wi-Fi.
The music is stored in the cloud but you do have the option of downloading the songs you like for offline listening. This will take data for the initial download but you can then listen to them locally without using more data.

- In the Music app, find the item that you want to save.
- Tap the More Options icon
to the right of the song, album, or playlist name.
- Tap Make Available Offline.
Songs and albums appear under My Music > Library. Playlists appear under My Music > Playlists.

That is how the system is supposed to work, HOWEVER, many times (1) the playlists will either not download or not download completely, (2) the downloaded files will magically "disappear" after a period of time and most importantly (3) you still need a data connection for Apple Music to verify that you have an active subscription to play the downloaded tracks. Yes for #3 the amount of data is negligible - the the requirement is still there. Try turning on Airplane Mode and listening to your downloaded music (or on an iPad that does not have cellular and no Wifi available) and either immediately or after a period of time the dreaded "you must connect via cellular or wifi to play this song" message will come up.
It's a nice system - being able to download songs to save cellular data - WHEN THE SYSTEM WORKS.
