Thanks for using the Apple Support Communities!
I understand that you would like to use Photos with iMovie, but are unable to see Photos as an option. I know you have completed some good troubleshooting already, but to continue this process, I would suggest reading over and following the instructions in the following link. If you continue to have an issue, please let us know.

I looked at iMovie help - it should be so easy. When start a New Project, I can see the Photos library as an option (Photos library is the designated sysytem library) but as soon as the project is saved and I return to it once iMovie has been closed and re-opened, then under the Media tab and the Library bar on the side, the Photos option is missing. IPhoto shows and all my named events etc.. but no Photos.
Would appreciate further assistance or is an update to iMovie needed to fix this?
