I think Wayne has written a c program does this. In iOS, though, I think you are out of luck unless you want to give Pythonista a go and somehow incorporate it and Numbers into a workflow using Workflow or Drafts or similar.

If you just have a few simple conversions to do, then you could set up a lookup table with the number in once column and the word in another column, and use VLOOKUP or INDEX MATCH to look up the corresponding word.
