Why can't I have a taskbar on my second monitor?

Ok, I have a massive problem with my inability to put a second taskbar on my second monitor while keeping it my second monitor (in other words, I don't want my dock on that monitor at all, so I can't make it my primary monitor). I don't know why Mac makes this so so hard. Is there an easy solve I'm just not seeing? I use a Wacom Cintiq 13" and need a second taskbar on that display, otherwise every time I needed to use a Photoshop filter, or something like that, I'd have to put my pen down, and use the mouse to go over to my main monitor to open it up. Terrible for workflow.

I've been using Photoshop CS5 for a while, and the app SecondBar seemed to do a good job to solve this issue. However, I just updated to Adobe CC and Secondbar seems a bit incompatible with CC. It show up fine, but whenever I click an option from a taskbar menu on my 2nd display, nothing happens.

I'm on Mavericks still. Would I be able to solve this using El Capitan without an app?

Sorry for the confusion. When I say "taskbar" I mean the menu bar, the skinny bar that runs along the top of the screen with the little apple icon.

I use an iMac as my main monitor on the left, and a Cintiq as my 2nd display on the right. I want the dock on my main monitor (the iMac), but my Photoshop taskbar/menu bar on the 2nd monitor since that is the screen on which I use Photoshop. Does that help?

I think I understand what you want to do.

First, go to System Preferences->Mission Control. In the top section of the

window make sure Displays have separate Spaces is checked.

Next, System Preferences->Displays and select Arrangement. Make sure

Mirror Displays is unchecked.

Next, with no apps open, enter Mission Control (via the dock icon, the F3 key on the keyboard

or the proper gesture on mouse or trackpad). On the second monitor, at the top, if there is only

one desktop shown, click the plus sign to add another desktop.

I have found sometimes odd issues with app behavior on a second monitor and full screen

or even windowed mode if only one desktop is present on the second monitor.

In addition, right click on the apps dock icon and select options, Desktop on Display 2.

Then open the app.
