Bad people stole my AppleID and locked my iPhone

Hi,

I have the next problem:

I used a second-hand iphone when one day I saw that my appleid was stolen.

Now I see this (look at screenshot)

Email printed on the screenshot disabled, so I can't write them.

As I live in Ukraine I can't contact Apple Support.
