I changed my password several times and my Apple Id is still disabled...what I need to do?

Few weeks ago I got a problem with a credit card in USA (my dad's credit card) to use for apple app's purchases (seems not recognizing the credit card). After that, seems working, but then I updated the info from the itunes store to a new country where I am living now (Peru) and seems the itunes or app stores seems suspicios, so my apple id is now disabled and I cannot updated any app I have it on my iphone.

I changed several times my apple id password to unlock my apple id but is still locked. What do I need to do to unlock my apple id?
