I was wondering the necessary steps in order to install Windwos 7 on my Mac Pro 3,1. I have heard issues around OEM licenses and was just curious of how to make this all work the easiest way possible. Thanks.

You may be able to install Windows, using https://www.microsoft.com/en-us/software-download/home , but activation using an OEM key is challenge.
Hi, I wanted install Windows 10 via bootcamp on my 5,1 Mac Pro and found out that it couldn't be done. Let me know if you have success installing Windows 7 and what you had to do to install it. I'm going to have to do the same thing.

Will do, i heard you can get Windows 10 by getting 7 first then upgrading, so I want to try that. I find it odd that they'd make it so hard to install Windows though. If you find anything too, please let me know also!

you can do it with yosemite , but not el capitan at the moment 😟
