If I gift my old 3G iphone to my granddaughter in America - can she use it?

I have an old 3G iphone - which still works perfectly well for my own rudimentary needs. But it is now surplus to requirements. Can I send it to my grandaughter i America for her to use to download music, apps and such?

iMac, Mac OS X (10.6.8)

Yes. She would just have to switch the country of the device over to USA and she could even use it as a phone if her carrier can provide it a sim card.

thanks again for all the help - I'm almost there.. I don't know if this phone is "locked`" - I will find out on Monday by calling O2 but, if it isn't and I leave it in the phone...will she still be able to use it over there? Or is the point simply that she can leave the sim in long enough to access the internet and then change it to a sim of her choice...
or should she just buy a new sim and go from there?

Sorry to be so confused... I really do appreciate the help.
