Applications Menu will not stay open. Why

On my wife's Macbook, when she is using an application, the Application Menu at the top of the screen will not stay open. In order to access it she has to slide the cursor to the top of the screen before being able to use a function in the menu. Any thoughts? Thanks.

Hi. Are you referring to the go menu at the top of the screen or the shortcut in the dock? What operating system are you using? Try going to disk utilities and repairing permissions.
