Welcome to the Apple Support Communities! I'm sorry to hear you are having these issues with your iPhone and your WiFi connection. I'm a bit unclear on the exact nature and scope of the issue you are describing (unable to connect to WiFi at all, can connect but no/marginal Internet connection, if issue is only affecting Safari and not other internet apps, if this is only happening with your Cox connection and not other WiFi networks, etc), but you may find the information and troubleshooting steps outlined in the following articles helpful:
