Q: I bought this ipad on Craigslist and it didnt have a charge or a charger. Now that its turned on there's a pass code needed to go to the home screen. Previous owner hasnt returned any of my msgs. How can i unlock this? PLZ HELP!!!!!!

If it's still linked to the previous owner then you will need that person to remove the iPad from their account : Turn off Find My iPhone Activation Lock - Apple Support

To check if it has activation lock : https://www.icloud.com/activationlock/

If it is still linked to the previous owner's account then contact craigslist

You cannot.   Apple will not pass private contact details to anyone; nor will they unlock the phone in case it had been stolen.   It's 'find the last owner or you have a lump of wood'.   Sorry to be so negative.  Craigs list is renowned for such happenings.
