Cannot make playlist available offline in iTunes Match

I want to download all of the music in a playlist on my iPad - iOS 9.1.

I select the ellipses and "make available offline" and nothing happens, except that menu choice becomes "remove downloads" even though there aren't any.

I can select an individual song in the playlist and select "make available offline" and it works fine - downloads the song and puts the little grey icon of the phone next to it. But I don't want to do that for hundreds of songs. With iOS 8.x, once you selected "make available offline" for a playlist it started downloadeding everything.

Is this broken in 9.1, or am I doing something
