I forgot the passcode, tried too many times, and the iPhone is disabled now.
I cannot reset it through iTunes because it requires an update (iOS9.1 like its any good..), which comes up with download errors, probably because my ISP isn't supporting my downloads.
Now, my question is, is there anyway to reset my iPhone w/o the large OS update, so that I can begin using my inferior phone?

If you have Find my iPhone set up, you can erase it using that.
There's no way without updating to the latest iOS 9.1 now when you have to restore as new.
I need more details. This is too brief. My iPhone is a metal brick to me now. remeber, iPhone, iPay.
Your username says you are using Android, how can you forgot the passcode since you need/use it many times a day?

Sorry, it's hard for me to follow.
Once again passcode is used every time you wake/start/reset iPhone from sleep/off/reboot which can happen every minute.
How can you forget?

Thanks for investing your time, but that was for iOS9.1, meaning, it wont require you to download a 2gb update.

If you are talking to me, I'm sorry, but that is the only way for you to restore your phone when you have forgotten the passcode. You have to do a recovery mode restore, which will update your iOS. If your home ISP will not support your download, then you are going to have to go somewhere that you can get it done at. There is no other alternative.
You're welcome, you can use your computer iTunes to update iOS 9.1
or connect iPhone to a power supply to update OTA using Wi-Fi instead of using cellular data.
