Locked out of disabled iPhone5s

I forgot the passcode, tried too many times, and the iPhone is disabled now.


I cannot reset it through iTunes because it requires an update (iOS9.1 like its any good..), which comes up with download errors, probably because my ISP isn't supporting my downloads.


Now, my question is, is there anyway to reset my iPhone w/o the large OS update, so that I can begin using my inferior phone?

If you are talking to me, I'm sorry, but that is the only way for you to restore your phone when you have forgotten the passcode. You have to do a recovery mode restore, which will update your iOS. If your home ISP will not support your download, then you are going to have to go somewhere that you can get it done at. There is no other alternative.
