I have a shared icloud family subscription. The card used to pay for this has expired. I am being told by iCloud that we need to move to a higher taffif, but I cant change the card details that were used when we originally subscribed.

It sounds like you are needing to update the payment info on the Family Sharing Organizers account. This article should help you do that from any of a few different devices:

If you are doing the steps as described in the article then can you elaborate on what is happening when you try to update the info? Is there an error message? Is it all grayed out? Etc...
