0x26E you cannot overwrite / install a system app when trying to apply a blueprint

Getting this message when trying to apply blueprints to iPads. Apple Support chat and phone are both down, getting error messages. 6dad1e2d-44ea-4798-a414-f2b8016aaad1

I solved this by removing the iBooks app from the Blueprint.
