I understand that you would like to not use iCloud Photo Library with the Photos app on your Mac. That is something I can help you with.
You can do this in one of two ways. The first way to handle this is to let the upload and downloads complete. I would first check the settings to ensure that you downloading the originals. Go to Photos > Preferences > iCloud and make sure Download Originals is checked. Once the download completes, uncheck iCloud Photo Library in the same section of settings and the photos will be there. Check the first two links for more information on iCloud Photo Library.
The other alternative is to go ahead and turn off the settings and the restoring your pictures from your backup. If you are using Time Machine to back everything up, the third article will help you out with restoring your photos.
