I see that you are getting a FaceTime unavailable message when you are trying to setup or use FaceTime. The following two articles provide information that will help you resolve this issue and others.
If you get an error when trying to activate iMessage or FaceTime
Get help if you can‘t make or receive FaceTime calls

Nov 25, 2015 7:28 AM in response to jeffd55by Lazyguy4321,Hello i just bought an iPad mini 3 for my son. i am setting this up for his Xmas gift but i keep getting the activation error for iMessage. I have reset the network settings, and also erase the iPad and settings and then set it up as a new iPad. I still receive the error message. He does not have an iPhone and i would be setting this up only using his email. please help.
