Q: Photos wants to re-upload all picture to iCloud after a fresh install of Yosemite

Hey guys.

So I had to re-install my whole system a couple of days ago.

I've backup my photo library folder onto another drive, and now I've transfer everything back the way it use to be.

When opening the Photos app, I've selected my backup copy of my photo library as "the system library".. and when I enable iCloud Photo library, it tells me to upgrade my icloud storage plan because it wants to re-uploaded all my pictures that are already on the cloud....!!!!?? how do I fix this, I don't want to re upload 40gig worth of pictures again... one option that came to mind would be to erase the library on my drive, and re download everything from iCloud... but I don't really want to do that if I don't have to. Any help would be greatly appreciated.

Since you have a totally new system Photos has to verify that iCloud Photo Library is correct - the message is incorrect - it is not uploading but is checking and it will be much faster than the initial upload was - just let it go

well I can tell it is uploading and not just checking, and it is messing up I have on my iCloud already... Im getting a bunch of question marks on some of my pic when i log into iCloud now. Also when i launch activity monitor, it show that it is uploading... and not just checking, and since I have a regular ADSL2+ connection it is slow as ****

Yes, it is uploaded and will do the same any time your repair your Photos library by flooding this Apple document: Repair Your Library. That face is reported by Apple in this document; Fix missing or incorrect thumbnails in Photos - Apple Support

Tell Apple that they need to change that to sometime else as it's just too invasive, time and bandwidth consuming for users. Suggest they have Apple just compare the libraries and upload only those that need it. You can do that at https://www.apple.com/feedback/photos.html.
