Email/Texting Not Working With iPad

I can't send/receive emails or texts from my 4th gen iPad {iOS 9.1}, apps aren't up dating, nor are pictures uploading to the iCloud. I've logged out of and back into iCloud with no change. my iPhones working fine, just not the iPad. My iPad also still has working wi-fi.
