Why can I not connect my iPhone 6S with my Macbook Pro via Bluetooth?

I am fairly new to the Apple Community and to be honest, I am not impressed at all! Why does Apple make it so difficult to do a simple procedure like bluetooth a picture from one apple product to another??

iPhone 6s, iOS 9.1

If you are trying to pair, note that an iPhone will not pair via Bluetooth to a computer (Mac or Windows) except for personal hotspot and then only if your cellular plan supports it. See the following for more information. https://discussions.apple.com/docs/DOC-7722

If you are attempting to use Handoff/Continuity or AirDrop, that does involve Bluetooth but the devices are NOT paired; Bluetooth just needs to be on and the devices in range of each other.

The following links have instructions for transferring photos via AirDrop:

Share content with AirDrop from your iPhone, iPad, or iPod touch - Apple Support

Use AirDrop to send content from your Mac - Apple Support

This has never been a feature of iPhone/ipod/ipad. You cannot transfer files via bluetooth.

Import your pics from your iPhone as you would with any digital camera.

Click Support at the top of this page, then iPhone to find the manual
