There used to be an iPhoto version for the iPad, but it has been discontinued with iOS7. It is not compatible with iOS8 or newer, and you cannot buy it any longer.
Also, can I add photos from iPhoto to iCloud?
The newer iPhoto versions support My Photo Stream and iCloud Photo Sharing (iCloud: iCloud Photo Sharing FAQ), but you cannot use iCloud Photo Library with iPhoto.
