Q: After iOS 9.1 update iphone hotspot will hold connection with iPad Air 2 but will not allow Internet access

I use my iPhone 6s as an Internet connection for an ipad Air 2 both updated to iOS 9.1. I am able to hold a wifi connection with both devices while using personal hotspot but I do not have Internet connection on the iPad Air 2. I have tried other devices and it is the same problem. The Internet works fine on the phone but not through the hotspot connection. I have done everything I could think of and found here including hard resets, network resets, changing phone name and hotspot pw, I even went as far as restoring both the phone and iPad. Along with running through all these trouble shoots again with apple support with no successful solution. What is the problem here?
