I’ve upgraded to OS 9.1 on a iphone 5S and now I can’t change my voicemail greeting. Nothing responds, ie: play, record, default, custom and I have an out of office recording that I need to change, thanks!

I was having this same problem. I tried a lot of things but what it seems it boiled down to was just waiting for a minute or two for the phone to load the custom greeting that I had already recorded. After it did this, I was able to listen to it and rerecord it. The tricky part was watching the screen and keeping the phone from going to sleep while waiting for it to become active. Probably took 2 to 3 minutes.

To change the voicemail greeting on your iPhone, use the steps in this help page - Visual voicemail - iPhone
Specifically -
Update your greeting. Tap Voicemail, tap Greeting, tap Custom, then tap Record. Or, to use your carrier’s generic greeting, tap Default.

In order to change your voicemail greeting, I would suggest you try changing your voicemail password and then attempt the greeting change again. See this article for how to do it - iPhone: How to reset or change your voicemail password.

Same issue the buttons to change or even listen to greeting are unresponsive, absolutely none of the suggestions help I need this for my business now...
Thanks, but the problem is none of the options are active once I hit greeting, I can't play, record, change it to default, nothing happens when I try to push those buttons, it is like that screen is frozen.
I worked with Apple online and we aren't sure why, but mine started working. I did a hard restart holding down both the home and off key for 15 seconds, after the third time trying this it started working. It did take a minute on greeting screen before the buttons became active and then I had to plug in the headphones as well in order to record. Good luck!
Before I did the hard restart, I also went to the Apple page and set up a diagnostic to run. I don't know if that had anything to do with it, but like I said, I had to do 3 hard restarts after that before it worked and they still don't know why it did, so maybe try the diagnostic first, good luck.

That still didn't work, I may have to go into the Apple store, but they don't have an opening for a week.

That did it for me! I think another thing is that you need to have wi-fi off so that you are on your wireless carrier network.
