I found an iPhone and no one has reported it?

I found an iPhone 6 Plus i waited two weeks for the owner to call they never called, I was expecting them to report it to Apple and block the phone but they never did. So I decided to factory restore it with itunes because it had a passcode. Can I use it? Will I get in trouble?
