I have a default news app on my IPad mini that suddenly will not launch. How do I correct this problem? Can the app be deleted and re-installed?

II have an iPad mini iOS 9.1. My default news app has suddenly quit working. It will not launch. How do I correct this problem? I did not install this app. I cannot delete it and reinstall. What are my options?
