To make a Bootable USB stick you need a fully functioning Mac with Mac OS X installed and running. DiskMakerX is a small free third-party Utility that can make the USB in bootable form.

If you do not have that, your will need to boot to Recovery mode, then download and re-install Mac OS X. You would then have to download again to make the bootable USB stick.

Are you sure you need a re-Install? Have you already tried to use Disk Utility (Repair Disk) from Recovery?
