My Iphone 6 plus is unlocked and erased but apparently still linked to the previous owner but I have no idea who that is.

It sounds as though you have purchased a used iPhone that is activation locked to the previous owner. In order for you to be able to use the iPhone, Activation Lock must be turned off by the previous owner. If you are able to contact that person, use the steps in this article - Turn off Find My iPhone Activation Lock.
