Programs are open when Turned On. Were closed when Turned Off.

iPhone 6 Plus (this is a replacement phone). Before I shut my phone off, I close all open programs. When the phone is turned back on, there are up to 13 open programs. I don't recall this happening with my original iPhone 6 Plus, and can't figure out how to prevent the programs from opening automatically.

Yes, this appears to be an iOS 9 glitch. Also note that the Apps shown when double tapping the Home button are NOT open. They simply indicate that they have been recently used.
