Pictures importanted to Photos on Mac are not showing up in Photostream

When I import pictures into the Photos App on my Mac (from an SLR camera) the pictures do now show up in the Photostream on any devices or in the Photostream album in the app. This used to work. I have tired all the standard things like turning on and off Photostream. Also, I have iCloud Photo Library turned off on all my devices. This problem has been persisting for several months.
