If the iPod Touch has iOS 9.x on it, then it requires a higher version of iTunes than 11.4. And to be honest, I'm not a Mac user, but if my memory serves me correctly, I don't think you can get the newer version of iTunes on a device running OS X 10.6.8.
Chris was right, your Mac OS X should be 10.8.5 (Mountain Lion) or later to update iTunes 12.3.1
You need to update your Mac first.
