From when GarageBand app becomes paid version?

From when this app becomes paid version. I purchased new ipad air 2 on 12th Nov and that time the GarageBand was there. Later on 16th updated to ios9.1, i'm missing that app and when i tried to download it's not free. Can you provide me help to solve
