ios 9 update phone dial pad not working

Question

I have iphone 5. After updating ios 9.1 my dialing issue increased.

I can't make phone calls even if after doing reset all settings multiple-times.

Phone dial pad freeze, shows blank white screen.

All other function working fine like receiving call, text and surfing.

Please show a way how to resolve it.

If you are having issues with your iPhone's Phone app becoming unresponsive when you try to dial, you may want to try some things to troubleshoot.

First, quit all running applications and test again -
