I need help with refunding

What do you mean by 'wont let me refund' ? You've contacted iTunes Support and they've said that you won't be refunded ? Purchases are considered final, and if you haven't already done so, you can try the 'report a problem' page to contact iTunes Support and see if they will refund or credit you : http://reportaproblem.apple.com

Edit : there have been a few similar posts about the contact site giving an error page, you've tried a different browser (and clearing its cache) ?

The clearing cache was to clear the cache for the browser that you are using - so that would clear all of the browser's cache (on Safari on a Mac it's done via the Privacy tab in Safari > Preferences, command-comma ; clearing cookies would remove all website preferences that you've saved).
