Follow the steps here to reset your Apple ID password and then re-try adding your card:
If you forgot your Apple ID password - Apple Support
It may also help to restart your iPhone.

It may help to sign out and sign back in.

I'm beginning to think it's an issue with two-step authentication, so I may attempt to use a generated password for it and see how that goes.
