Please explain what your problem is.
I'm going to go out on a limb and guess that you have a second hand phone that's activation locked... Only the owner of the account used to lock it can remove the lock.

If it is locked with your ID, but you can't remember the ID, you can recover it here: https://iforgot.apple.com/appleid

If the link to recover it didn't work, you'll either need to contact Apple and speak to someone in account security or take the phone and the original sales receipt from and authorized distributor to Apple to have it re-set. If you can't do that (e.g. if you bought it second hand) and you can't remember the ID, it's a brick. There is no way to bypass the activation lock.
this iphone other people sale me. but i dont know what this is phone id. because first time in setting dont have icloud id, and im put new 9.1 and activator have icloud, what this is, i beilive apple, i dont beilive other people and other company, please help me
There is nothing anyone here can do for you. Apple can not help you. There is a very strong possibility that the phone you bought is stolen. If you can't get your money back, hand it over to the police and consider this a life lesson.
