Backup of Icloud

Hi

My Icloud storage is almost full, because of lots videos and photos. and i want to download them on my laptop.

When I login from icloud from windows. I don't see any of of those photos on photos app. but when i go to settings-> storage - backup 4.9GB.

How can i access those backup data?
