Have synced my Mac Calendar to phone, but cannot add new event to iPhone 5S (9.1). Have turned on iCloud, checked settings, restrictions etc. Nothing works. Help...

Just tried to add new event. Checked that iCloud calendar was ticked. Checked Calendars on in Settings/iCloud. Allow Changes in Restrictions/Calendars/Privacy...
Just to make sure, all iCloud calendars are selected when you open the calendar app and tap on "Calendars"?
Same items selected on your Mac? Same iCloud account info? "Push" on the Mac activated in Calendars/Settings/Account?

Can you add an event on the phone and it shows up on the Mac? No - cannot add anything to the phone at all
Did you restart the phone or any other basic troubleshooting?
Yes, as suggested by modular 747, force restart the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again. You will not lose any data by force restarting, but it can cure some glitches.
