Locked up in what way? Did you forget the Lock Screen passcode, or are you saying that it is a 2nd hand phone and is Activation Locked by the previous owner?

Not making sense. If your phone is locked with a lock screen passcode, then you will have to put it into Recovery Mode using the instructions in this support article that best fit your situation:
Not sure where forgetting an Apple ID password comes into play here. You would have to be more specific.
