Can't sign-up to Volume Purchase Programme

I'm not able to sign-up to Apple's Deployment Programme. I enter our primary business email address and get an error saying that the work email is already associated with a user ID. I assume this is because someone has already registered an email with Apple ending in our ourbusinessname.com and Apple blocks further sign-ups to the Deployment Programme with any email ending in ourbusinessname.com. Why would Apple do this? Is there a way round this? Thank you.
