If I reset my iPad, does the iOS software update get deleted too?

I just got a used iPad and am trying to import my iCloud backup on it, but the backup says that it needs a certain version of iOS to import. I downloaded and installed the update, but have to restart the iPad to get the iCloud backup onto it. If I erase the iPad data, will the iOS update also be deleted? If so, is there a way to restore the iCloud backup without doing it manually?
