External harddrive with iTunes library has failed

My external harddrive which held my iTunes library has failed (2011 Seagate 500gb). Can anyone advise me how to make a new libray (.itl file?) on my internal harddrive? I'd then hope to re-download everything I've previously purchased from my iTunes account.
